Puerto Rico is U.S. Territory -- No Passport Required

One of the most common questions about flying to San Juan is whether a passport is required. The answer for U.S. citizens is no. Puerto Rico is an unincorporated territory of the United States, which means travel between the U.S. mainland and Puerto Rico is treated as a domestic flight for U.S. citizens. You go through standard TSA security, not international departure, and there is no customs or immigration to clear on arrival in San Juan.

REAL ID Requirement

As of May 7, 2025, TSA requires REAL ID-compliant identification for domestic flights -- including flights to Puerto Rico. Most state driver's licenses issued after 2018 are REAL ID compliant and display a star in the upper corner. Check your license before travel. If yours is not REAL ID compliant, bring your passport as a backup.

International Visitors at SJU

Non-U.S. citizens follow standard U.S. entry requirements at SJU. If you are arriving from outside the U.S. -- including from the British Virgin Islands or other non-U.S. Caribbean destinations -- you clear U.S. Customs and Border Protection on arrival at SJU regardless of nationality. Have your passport and any required U.S. visa or ESTA ready.

Returning from the BVI or Other International Destinations

If you are returning to SJU from the British Virgin Islands, St. Maarten, or any other non-U.S. territory, you clear U.S. CBP at SJU as an international arrival. U.S. citizens need their passport for this crossing even though SJU is U.S. territory -- because you departed from a foreign country. Customs Declaration

For domestic travelers arriving from the U.S. mainland, no customs declaration is required. For international arrivals, standard U.S. customs declaration rules apply. Agricultural items are subject to USDA inspection on all arrivals at SJU.
